Working Group Charter
1.
Description and Goal
The Working Group (WG) was created over the Cape Town ICANN meeting in
December 2004.
WG Membership is open to all ccTLDs, whether members of the ccNSO or
otherwise. The WG goal is to improve the service that IANA provides to
ccTLDs.

3. Scope
- Review of IANA procedures for ccTLD zone file changes
(excluding redelegations);
- Recommendation to IANA of improvements to
IANA procedures for ccTLD zone file changes (excluding redelegations);
- Review of the mechanisms for interaction between ccTLDs and IANA;
- Recommendation to IANA of improvements to the mechanisms for
interaction between ccTLDs and IANA;
- Review of the documentation
provided by IANA to the ccTLDs;
- Recommendation to IANA of
improvements to the documentation provided by IANA to the ccTLDs;
- Review of the metrics used to monitor IANA service performance;
- Recommendation to IANA of improvements to the metrics used to
monitor
IANA service performance and development, acceptance and implementation
of a webbased open source monitoring tool for use by registries;
- Recommendation to IANA of improvements to the service provided by
IANA
to ccTLDs;
4. Duration
The WG duration will be determined by how long it takes to fulfil the
scope when the WG determines that it has completed its work it will
submit a final report to the ccNSO and recommend the closure of the WG.
The continuance and Charter of the WG will be reviewed on a regular
basis by the ccNSO.
5. Liaison
with IANA
David Conrad of IANA has been designated as the contact point
for
liaison between the WG and IANA, supported by Kim Davies and Barbara
Roseman of IANA.
6. WG
Meetings & Communication
WG meetings will be organised by the Chair and will consist of both
inperson meetings (arranged to coincide with ICANN meetings) and
periodic teleconferences.
The WG will also use internet channel and tools such as mailing list,
web site or any other mean of communication.
7.
Reporting
The WG Chair will report to each ccNSO meeting regarding WG progress.

Working Group Membership Protocol
The Country Code Names Supporting Organization (ccNSO) is the policy
development body for a narrow range of global ccTLD issues within the
ICANN structure, see : http://ccnso.icann.org/
The ccNSO IANA Working Group is the working group set up by the ccNSO to
improve the service and communication that IANA provides to ccTLDs

Membership
issue:
Membership of the
working group is open
to all ccTLDs, whether
members of the ccNSO or not. However,
considering the issues addressed and the outcome expected, a rule
of two members per region has been set up to ensure a wide
diversity of participants and to keep the group efficient and workable
by limiting the number of participants to 10.
Membership
protocol:
1. The IANA WG membership is
reviewed every year, for the first three years. At this time, a
rotation of one third of the members is implemented.
2. Membership terms are for three
years, but in the first three years of the working group these will be
staggered (see table below). Individual members must step down at the
end of their term, but can reapply for an additional term.
3. If there are more applicants
than seats for a given region, the IANA WG Chair will ask them to work
it out amongst themselves. Should this fail a regional election
will be organised by the ccNSO among the ccNSO members of the region/s
for which the seat is available.
4. The Chair is nominated by the
IANA WG group for a three year term after which he/she can reapply for
a further three year term.
5. The Chair and the list of
members proposed by the group are to be approved by the ccNSO Council.
